I will tell you from my 501st experience that only 7 weeks is not very long at all for the 501st to decide acceptance of a character and then then begin the CRL process. You are dealing with a World Wide Organization, with 14,335 members. Any choice is going to potentially affect all those people, all over the world, so, choices are often made with an over abundance of caution. So, any decision on what costumes are acceptable and eligible will take some time for the Membership and Detachment teams to discuss, debate, and come to a consensus. Then people need to research the costume, break it down, figure out the various components, colors, and materials. That all has to be written up into a standardized format that is easily translatable and understandable. Then somebody has to actually build the costume and take pictures to document the various components. Then those images need to be isolated, edited, and formatted. Then the CRL is finalized.
