what is the best non exspensive material to sculpt like a helmet with to use as a mold to vacuum form over?

Ultra-cal and plaster. Of course you'll have to sculpt the shape out of clay, found items, bondo, whatev, to get your shape. Then you'll have to make a plaster cast of it to vac-form.
