DN Jetpack question

Hey guys, does anybody that has put together a DN jetpack know if this metal part that feeds through the rocket tube and connects to the fins is supposed to be able to move up and down? It only allows for the first ring to go in, but the channel looks like it intends for the entirety of this piece to be able to slide all the way down. I don't know if that's by design or if there was a little bit of shrinkage to the resin.
