I had sent this to eBay Disputes. This is the problem with believing someone to follow through and allowing them to drag you past the maximum allowable time for eBay to penalize them. After the allotted time, eBay "greys out" the old transaction and removes the auction ID from the database and thus you can't file a dispute claim against an inactive number.

And now the messages from karline-2000. I gather you guys went through the same blasted grief I have.
