You could probably pick them up at any hardware store like Lowes, or Home Depot. Drill small holes in the plate for the adhesive to come up through and use either 2 part epoxy or CA glue. (Holes are circled in red)
I attached my hinges on the inside of mine and just used a piece of a metal coat hanger with a hooked end as a pin to hold them together. (pin not shown)
Those hinges are called 'Piano hinges' for they are used on piano keyboard covers. They are available in brass nearly everywhere, and can be glued with strong epoxies. Just be carefull not to glue the hinge shut...
I had velcro on my old bradleyfett guants way, way back... the hinges are a minor detail that is overlooked and if you troop alot it will make it easier to put them on and off... it will save you from an extra repaint too!

You'll still get 501st approved with hinges though, so don't sweat it. Personally I'm not a big fan of velcro as it has a tendency to easily pull apart with movement. I used magnets on mine and it gives the same result in looks as velcro, only stronger...just because what's accurate doesn't mean it's the most practical
