I am sure if you do search for "jet pack" I am sure you will find PLENTY of information on a jet pack build.
Infact goto the home page and scroll down to the Rocket Pack thread.

There is no offical tutorial, but there are a number of great scratch build threads that should be of help, the search feature is your friend.
