Ok, I need some advice. Every time I surf the net, the screen scrolls up and down like a parkinsons patient with HDD that's hopped up on speed. It's already caused me to click on the wrong link several times and makes reading anything a chore. Is this being caused by the mouse or what? I just bought a brand new keyboard, so I doubt it's that, but the mouse is new as well.
 
Have you tryed just unpluging the mouse when this happens see if it stops then and if so theres your prop, not that i am any good with computers but thats happend to me once
 
Make sure that you have the right drivers for your mouse. Are you using a scroll wheel to scroll up and down? If so check the sensitivity. Probably drivers though.
 
Your on a PC right? If your in Windows Vista or 7, hit the windows key, then type in "Mouse" without the quotation marks, then click on the item titles "Mouse" and go to the tab along the top of the window titled "Wheel" and bring your scroll speed down. Mine is just barely past the first tick mark and it works for me.
