lightsaber effect?

Can anyone help me out with doing the lightsaber effect on a pic of my sons? I bought 2 .45 scale sabers off ebay for them to use with 2 different Jedi Luke costumes for halloween, and I am kinda dissapointed with them. They look great, but I had no idea they were going to be THAT small!

I am at work, so I cant download any programs on the computer. I would really appreciate if someone could do this for me tonight. if thats not a possibility, can anyone reccomend a site to go to that has the software?
