It'd be nice if there were a few people that wanted to pay him a visit to verify his address, make sure he's alive, and possibly see what needed to be done to resolve this issue. I'm guessing we're going to need an accurate address to file small claims.
Has anyone contacted the consumer fraud division of their local attorney general or district attorney's offices?
Did anyone pay through the mail, and contact the postal police for mail fraud?
Today during my lunch break I again called the three numbers I have for him. Two of them I left a polite message asking him to call me asap or risk being reported for consumer fraud. The third number was answered by what sounded like an elderly man, and when I began asking him politely if he knew of any way I could contact Paul because it was very important and I wanted to offer my help, the man became somewhat angry and stated he didn't live there and wasn't going to answer any more of my questions.
Regrettably, I think I'm going to go ahead and begin looking into filing with small claims and my state attorney general as suggested.

Found what must be his work Email address, ( looks like hes into Concrete works ). He responded ~2 Hours to a simple driveway resurfacing request.

Well I just got a letter saying my credit card company has refunded me the money. I would much have prefered to have the boots, but I can't complain. I hope everyone gets their money back somehow.

He responded to an Email to his work address about something "Work Related", But an Email about the actual state of this went deleted without opening.

i used fia for one pair. they are going to credit my account for fees and interest.
they filed the paperwork and are going to send me some paperwork to fill out.
i used chase for the other pair and they are going to start the investigation as soon as i send in the paperwork to them. no big deal. but they filed the paperwork too.
now for the best part. i asked what about the guy who ripped me off? do you guys refund me and take a hit or go after him? both replied the same, oh we will go after him. ahahahahaha. so there you have it. dont delay. you are now in the time frame of paypal. dont hesitate.

Your right Lorenzo. That is unless your paypal charges to a credit card and doesn't draft from your bank or your paypal account itself. I used my credit card for the purchase through paypal which is why they gave me my money back. Even if it drafts from your bank account you could go to them and see what they will do. However, if it drafted from your paypal account directly it doesn't seem like they are willing to do anything. I really hate this for everyone. I hope they do go after him. It is just a shame that it had to get to this.
Well I've had enough after being told that he is responding to email inquiries about job quotes but completely ignoring our requests for some communication on this. Tonight I filed complaints with the Internet Fraud Complaint Center and my State Attorney General. I've included the links below, as well as a link to his business and personal information. I would encourage anyone else who's at a loss to file complaints as well in hopes there's strength in numbers and something can be done. I too would have prefered a positive solution, but Vicente Paul Mejia's actions don't give me any hope.

I've filed a police report with my local agency and submitted a complaint with IC3.

visit see an agent with the FBI tomorrow. We all had been very patient with this guy and this is how he treat us all. NO EXCUSE ANYMORE!

I used PayPal to pay which in turn uses my credit card. I'm in the final stages of a refund from my CC company. We are just waiting for one final response from the emails and PMs I have sent Paul. If he does not respond, they are going to refund my money.

Yeah, it is very wrong. I keep rolling it over in my mind trying to understand what would make a person think it is accpetable to basically what resulted in stealing over $6500 from numerous people who put their trust in him. I would be more understanding if there were unforseen complications with the manufacturer or something. But to keep us uninformed and deliberately ignoring requests for information just isn't right. In the end it would have been cheaper for him to deliver the boots, than have to deal with the various credit card companies, collection agencies, and any other law enforcement agencies that might get involved, not to mention any difficulties this might cause for his business.
I really wish he'd chime in.
I found a cell number that has his voice identifying the voicemail as his, but says the box is full. The contact number through ServiceMagic only gets you to the business if you want a quote.
I will be going bye his work when I'm in San Diego for Comic Con, if not sooner.

I'm in the same boat. I did informed my Bank of the situation, and they are working with paypal. It doesn't seemed like I will get reimburse....but they did stated they will work something out. The CEO of the bank wished I would had informed them a lot earlier of the situation so they could had take action as well.
Good to hear that the FBI is working on this as well. I really wishED Paul cooperated with us and just be truthful. Prisonment is where he's heading if that's his goal.

guy PLEASE DO NOT GIVE UP. YOU CAN AND WILL GET A REFUND FROM PAYPAL BUT YOU REALLY HAVE TO PUSH THEM. THEY WILL DO EVERYTHING TO PASS THE BUCK. THEY WILL PAY IN THE END YOU WERE CHARGED FOR AN ITEM YOU NEVER RECEIVED.
Today I received a letter from the California State Department of Justice directly from the office of the attorney general. In short they stated they will write to Master Hardscapes and "request a response from them regarding my concerns" and that legal action "could be taken against" the company by their office.
I'd recommend anyone who hasn't filed with their State Attorney General to files asap so that their is more evidence to help resolve this issue.
Let's not give up!

I still can't believe 'this guy' would have the nerve to steal $7,000 of
our hard earn money. Obviously Paul or what ever his name is has no
conscious and cares about no one. He's a straight thief that's for sure.
I also made the complaint with AG's office. We'll see. I still plan on paying him a visit when I go the San Diego for Comic con.
I am still working on this thru my post office. I guess since they have been downsizing it takes longer to get things done. Glad to see someone still plans on paying him a visit---but not sure that is a safe thing to do---

i just received an email via paypal that reinone cancled the following money request for my $534.
i filed that march 2009. hmm.
why is he not banned here?
I left him a message on his phone and sent him a message via Facebook. I was polite and invited him to call me....................but he won't. If he doesn't call me tonight, tommorrow I'm going to the small claims division and find out how that works when we live in different counties. I refuse to let this go.
If he is banned, it will lessen the chance of maybe getting your money back. For example, if he gets the boots done and wants to get updated info from everybody, he might not be able to contact you for your info.

Clearly fraudulent activity. When I asked him way back (via PM) if he would be kind enough to send me images of the prototype GM, his response was that the black regular Jango soles for this V2 project would suffice as a an example. That left a bad taste in my mouth, hence the reason I did not forward him any money.

Good news for us that paid with Paypal.Last week I contacted Paypals Dispute Manager "LISA"and told her the whole story start to finish.She told me some things to watch out for in the future so this wom't happen again.Purchase things through Ebay that has a policy of returning your money back if you don't receive it,and about since it has been way past the 45 day rule that 99% of the time Paypal would just close the case like we have heard other Dented Helmet brothers say they did to them.But since over 20 of us that paid with Paypal for the same item that none of us received that they could re-open the case but even if you win and they open his account you guys don't think that he would still have all of our $6,000 in there do you? ha ha ha!!! I don't think so.So I asked what could she do for us guys that paid with Paypal?She said that she would take us on a person by person case.Since she already had all of my account information in front of her and saw that I have been with Paypal for a few years and that I was considered a valued customer that she would give me back 1/2 of the amount $133.50. I said well half is better that nothing.So as of Friday the 17 of July $133.50 was put in my account from Paypal.She said if excepted it would take 24-72 for the money to be put into the account that it came from ONLY!I wanted to wait till I received the money in my account before I posted this message.So for all of you guys that paid with Paypal I have opened the door for all of you. Personally, I'm not satisfied with getting back only "half" of my money. So I won't be going the paypal route.
Also ALWAYS use a CC when using paypal. I bought a "restored" VW using my CC through paypal and received my $10k back because it was considered fraud and not what the seller claimed. I learned my lesson and consider it now as insurance. I hope u all get your $ back.

I just called paypal and talked to three different people - they told me that there was basically no chance in hell (well - they were slightly more polite about it) that they would re-open my case/the reinone case and give me ANY money back.
I paid directly out of my bank account back then... did you guys pay via CC? Paypal might have figured that they could avoid having you run a charge-back trough your CC by offering you half the money back out of THEIR pockets (I guess, they would be out the full amount if the CC company decided to run a full charge-back?!).
Just wondering. In my case, they were not very helpful at all and did not want to hear anything about other people, who are part of the same reinone-dispute, having gotten back at least half the money through them...

i called and asked for lisa that jeff talked too. and explained what paypal was doing (ie reopening the case) and explained that my friend jeff was caught up in this too. and he just got half of his payment back etc etc.. and she looked over my account and offered the 125 back.

I've been waiting to post what I've been doing for fear he would read as a guest and go into hiding. I filed small claims against him last week. Our court date is in August, and he has to come to me, which is about 7 hours North of him. I tried to get him served on Wednesday, but there was no answer. I did this while I was at Comic Con. We had our taxi driver today stop by his house on the way to the airfield. His wife answered, he eventually came to the door, and my friend served him. Nothing was said, other than "you are served" and we walked away.

even better news guys....i just contacted paypal as well and first got a pretty good run around, had to tell my story at least four times...but finally got connected to an "account specialist" named Jeff (extention 6135) who not only gave me back 133.50 as a good faith return...but indicated after looking at vincents history and seeing all the claims for the same amount, assured me that he would be bringing the whole deal to the fraud department of paypal.
he stated all is not lost yet and that the other half of the money may also be returned. He strongly suggested that others call and use his extention, explain that you are from the same group and he would be glad to help you as well.
Not only did he help me with that but he also refunded 112.95 to my account for another item i had purchased off ebay (wolverine claws) and never received. I had tried to file a claim but was 3 days over the 45 and he thought that was rediculous and quickly refunded the full amount to me!
I paid with my standard checking account withdraw in case you were wondering and he just credited my paypal balance!
I spoke in length with him and told him that something seriously needs to be done against vincente and he agreed that the issue is totally unfair and he would be doing what he could. he stated that when something like this occures that is obvious fraud, paylpal normal takes the loss, pays everyone back and then goes after the seller criminally...maybe that will happen now?
but for the mean time call this guy and get some of your money back!

Hey, what number at PayPal did you all call? I tried calling and got some guy who refused to transfer me to the extension posted above. He said there weren't any extensions, which I refuse to believe since one is posted.
I got the same response and was told the extensions were longer numbers.
Received a second letter yesterday from the Department of Justice basically stating Vicente Paul Mejia didn't reply to their inquiry about the incident and they're done for now. They stated they could pursue further action if more information was brought to their attention. I'm not sure how many people filed with their state attorneys. Looks like I'll also be going the small claims route now. Anyone know how to hire someone to serve him in the San Diego area?

Madera County Court house, in Madera, Ca @ 0900 in Dept. 5. I believe court is always open to the public. I doubt he'll show, but I've already talked to the guards about going armed that day. I dont know this guy, or his personality, so I'm not taking any chances. I'm out of my home county and didnt want any problems when I show up.
I'll be surprised if he shows.

Seems like there have been a rash of these issues lately... I guess it is just going to happen from time to time, but I am wondering what can be done to help curtail such things... I am not in favor of a "good seller/bad seller" list as I think it attracts undue attention and gives the powers that be a Christmas list of people to send C&Ds to... However, I wonder if there isn't some type of verification policy that could be assigned for anyone that wants to do a run.. kinda like an escrow service or something...

Won my judgment. Cost of the boots plus court fees. He'll be notified of the judgment via mail. Judgment will show up on his credit report if he doesn't pay.

As for the court decision that's awesome. From dealing with my brother (who's less than reputable with the law) I know that if he doesn't pay the court judgement you can file another suit to actually go after his property to make up the funds. To me, that's a lot scarier than a bad credit report filing. I'm guessing his credit score probably ain't that shiny if he's willing to steal from people.
He was a no show, of course. I'm hoping once I get the judgement in the mail I can contact paypal and maybe get all my money back. I encourage anyone else in California to pay the $30 fee and file against him. The hardest part will be getting him served. You could hire a process server in that area, but that costs more money. I was able to get him served while we at San Diego Comic Con. He will be notified via mail of the judgment against him. He will have 30 days to respond. After that I can go about the normal judgement recovery efforts, whatever those are. That's what the judge said.
Filed my small claims suit today. I was a little apprehensive because I have never filed before, let alone step into a courthouse for anything other than jury duty. However, the process was very easy. Two forms that took less than 10 minutes to complete and a $30 fee is all it took. Only thing that took a little time was making the three copies (two for the courthouse and two for me). I don't know if there is a statute of limitations on filing, but I was 9 days short of a year away from making my payment. I would definitely recommend filing small claims for anyone who hasn't already done so.
My court date is December 11th and I'm going to have his county sheriff's civil division office serve him.

Ok, update time.
Won my case today at 1 p.m. for the price of the boots, the $130 to have him served, and the $50 court fee. Vicente Paul Mejia didn't show up.
It took 9 attempts before he was finally served and I had to postpone my court date twice. So just be aware he might be trying to be evasive. I had this company serve him, so they are very familiar with trying to catch him: http://www.servingprocess.net/index2.html
I took the printed PayPal receipts with me as well as my Proof of Service that I received from the process server. I told the judge I ordered a pair of custom made boots from Vicente over a year ago as part of a large order with approximately 25 other people; And that he had failed to send me my boots or contact me after numerous attempts at trying to reach him by phone and email.
Good luck to anyone else who decides to go this route. I'm sure glad I did.
