My MOW jetpack had the following pieces included in the jetpack. I have the missle targeting rangefinder piece.

From that photo I would say not part of the kit?

Is there any detail anywhere on it? looks like it is not required, but I don't have a MOW kit, sure some other members can help out here.

Well, from what I can tell from those pictures you've got the ( from top to bottom photos ) beacon, stabilizer ( missing the flat bottom part ) and that last piece... I have no idea. :confused
