Its an 'on the side' portrayal of the constellation of the the Plough or Ursa Major.

It hints at an anthropological link between tattoine and the Earth thus forming a link to the spread of mankind throughout the stars. :confused

Or it might have just been the film crew having a laugh

Its a "No Parking" sign in Tusken. Thats the real reason they attacked Luke - raiders are actually peaceful people. They were just trying to tow 'im.
