Paypal blows, plain and simple. This kind of thing happens all the time. It has happened to me three times now. If you are a seller, you can get screwed. If the buyer doesn't like the item, no longer wants the item, doesn't like your username, they can open a dispute on you. Doesn't matter if they received the item, and you can provide proof of delivery. Paypal can lock your account for 30 days(for the amount invloved), or until the buyer retracts the dispute or escalates it to a claim. Yet I still use paypal, because it is what everyone wants to pay with. Google pay is so much better, but it needs to grow and get exposure to the masses.
