I've been pouring over pictures and, and pictorial tutorials with broken pictures and I can't seem to piece this together is the flax vest made of two layers of fabric or just one

Tackle twill on the out side if memory serves me correct, and a some other material on the inside lining, you are right in saying they are two fabrics, I have a Boba Maker flak and its made like that.. you are on the right path.

Yes, and there is a filling material of some sort in between.

That would just be a padding, like the type you find in a coat or cheep pillow...

Yes, also called quilting or batting. 1/4" thick would work. Except it sounds hot to wear.

Every costume is hot to wear, it seems. Just goes with the territory. Yes, the padded vest is correct.
