    Can someone point me in the direction of an actual circuit diagram for the LED panel on the chest plate? I've read a few posts where people ask similar and are essentially told it's easier to simply buy one, but I'd like to take a crack at a completely scratch build.

    I'm an old timer, and I don't recall there being a diagram up here in years.
    I think the guys that make them, keep them pretty close to the cuff.

    But this may help ...

    And, the sequence you want to follow ....

    Mate, if you are simply after a chasing sequence LED circuit Diagram, get on to google and look up '555 timer LED chaser circuit diagram'. The 555 timer is a really cheap IC that you can buy and make a whole heap of circuits with.

    As Chris alluded to, you can't expect the guys that sell this stuff to hand you a circuit diagram so that you don't need to buy it.
